Emergency management planning is the methodical process of identifying potential risks and establishing a framework for roles, responsibilities, and procedures. Its goal is to mitigate, prepare for, respond to, and recover from incidents or disasters, and focuses on life safety, property protection, and incident stability.

The Greenville County Emergency Operations Plan (EOP) outlines the county’s efforts to prepare for, respond to, and recover from large scale emergencies.  Click HERE to download the 2026 EOP.

The Multi-Jurisdictional Hazard Mitigation and Resiliency Plan (HMRP) details the steps Greenville County will take to reduce the impact of potential disasters.  Click HERE to download the 2026 HMRP.

Dam Owner Emergency Management Assistance Request

When notified, Greenville County Emergency Management will initiate emergency notifications through the Integrated Public Alert Warning System (IPAWS) message to notify citizens downstream who may be impacted by breaches or failures. This form assists dam owners and operators in developing or updating an Emergency Action Plan (EAP) and does not replace an EAP.

Medical Facility Evacuation Plans

Medical facilities such as Assisted Living, Skilled Nursing, and hospitals are required to have a written emergency plan in the event their location is impacted by an emergency. Facilities must forward a copy of their Emergency Action Plan to GCEM for review and retention.
