Caroline Cotra Oakley joined Greenville County Emergency Management in September 2026 as the Training & Exercise Coordinator, bringing with her five (5) years of experience in emergency management. Caroline’s primary focus has been in the training and exercise sphere. She holds a degree in Homeland Security & Emergency Services Management from Anderson University and has supported the development, coordination, and delivery of training and exercises for a variety of audiences. Caroline has a passion for being a connector of people and fostering a culture of preparedness throughout the community.
